Has anyone ever heard of this law?

I was driving through an outdoor mall and as I was passing through an intersection that had a two way stop a girl perpendicular to me ran her stop sign and i t-boned her. So naturally i have the right-of-way since i had no stop sign.

BUT... when the mall security arrived, he was being a biased prick. His exact words were "That stop sign is not a state regulatory sign, meaning it's only a suggestion. In conclusion this is no ones fault." I told him that stop sign was wrong either way and he said in this case no.

I don't think this is right. I know i am not in the wrong, but i was wondering if anyone has ever heard of this.
I live in Texas. I just felt like an idiot because mall security was telling me how he was a cop for thirty years and knows his stuff. After that, i told him i had never heard of such thing and that i insisted on calling the actually police and he laughed.

In conclusion, I took pictures of the scene. I have witnesses. Also, i made a photocopy of her drivers license and insurance.

a stop sign is a stop sign,
why do you think cops can give you a ticket for blowing through them?
so it is her fault, you had the right of way..
 
The rent-a-cop is mostly wrong, though his statement has a grain of truth.

Traffic control devices, such as stop signs, which are NOT on public property are NOT subject to law enforcement by the police. Private property is not their jurisdiction. So, running a stop sign in a mall parking lot will not get you a ticket from the police. (Though I wouldn't tempt fate; if they see you run a stop sign on private property, and they wanna give you a ticket, they will do so regardless.)

Drivers do owe others a duty of care to others. even if it isn't an "official" stop sign, the person driving in the parking lot should follow the standard of care, and rules of the road. That means you stop at the frigging stop signs. If you don't and damage someone's property, you are NEGLIGENT, which means you didn't follow the standard of care.

If the damage to your car is significant, report it to your insurance company, and they will sue her, and probably waive your deductible. If the damage is not so bad, you can take her to small claims court. Make sure you take lots of pictures of the location, so the judge can understand that she ran a stop sign. If you know someone who saw the accident, you should bring them to testify that the other driver ran a stop sign. You also need to prove the cost to repair your car.

No one will give a rip in court about what the rent-a-cop says about fault. His report, however, will be useful to establish that the accident did happen and who was driving where.

A stop sign is a stop sign you must stop. There is no such thing as suggestion stop sign.

Take some pictures of the accident scene (stop sign). This is for your insurance carrier as they will need to find someone at fault and being there was a stop sign the other party would be found at fault

Additional information:
What the Security guard meant is that the police can not issue you a citation for failure to stop. Because this is private property, but the insurance company of the mall had the stop signs installed because of the possibility of accidents as to show the proper right of way
 
A stop sign is NOT a suggestion. It is there for a reason, and there's probably a good reason why that guy is a mall cop. He has no business interpreting any law, let alone traffic law. Any motor vehicle accident is a job for real cops - not some d*** wearing a blue shirt making minimum wage. A car accident is a state matter whether or not it happened on private property.
Why would you call mall security instead of real cops?
I have never heard of a mall cop pronouncing judgement on motor vehicle accidents; he doesn't have the authority. I'd be calling his bosses.
