Has any culture emerged lacking religion?

Or a belief system, for that matter, such as Buddhism?
Note: Emerged, not "egressed to"

*I'm not sure if egress is the right word, but "digress" and "progress" have negative/positive connotations, so I'll avoid them.
Tad, I'll give you that. Based on my wording, you are correct.

I meant, a belief system that is followed religiously. The problem was that people argue whether buddhism is a religion, so I had to add that.

Has any culture emerged lacking in spirituality?

No.

Even when atheism is forced on people, as it was is in communist countries, the people form outlaw and underground religious movements anyway.

In the Soviet Union, it was illegal to be a part of a church or own or operate a business for profit. Both survived. The Russian Orthodox church "mysteriously" reappeared almost the very next day the communist party fell, and there were capitalistic black markets rampant all over the country.
