All motorcycles when they come from the factory are quiet and meet the strict noise restriction limits. Most Harley owners have new pipes put on their machines before they ever take delivery.
As for quality-Victory, Harley, Honda, Kawasaki, Yamaha, suzuki, all make great motorcycles. I will give a slight edge to the japanese, but only very slight as Harley's quality has come way up in the last 20 years.
As for mileage-any motorcycle of simular size gets about the same mileage as any other. A number of factors are involved-large windshield or fairing will reduce fuel mileage, large saddlebags and luggage rack systems (travel trunks etc) will also reduce mileage. Anything that adds weight or drag, will reduce mileage.
The one thing I would stay away from is the cheap Chinese motorcycles that are now flooding our shores. They have little to no after sale support, are difficult to get parts for, if not impossible. It is too soon to say if Kymco falls into that category or not, for at least they are trying to get dealerships set up and get established here in the states.
