Hard start when cold for '99 Jeep Cherokee?

Every morning when my wife goes to start the Jeep, it turns over for 10 seconds or so before it "catches". It only does this when it has been sitting for a while. After the engine is warm, it will start immediately. The battery in it is brand new, and I've tried putting in the injector cleaner stuff that you can buy in stores, but it hasn't helped.
Does anyone know what it could be? It's confusing because it only is hard to start when the engine is cold.
I was hoping it wasn't the fuel filter...it's located inside the fuel tank!
 
Your fuel pump is in the tank but the filter is near the rear axle. It's likely not your filter or pump, people always think starting probs are caused by those 2 but it's almost never the case. It's more likely in need of a tune up, maybe the plugs are gone. Or it could be a sensor and the ECU isn't allowing enough fuel. A tune up would find that.
 
your saying it cranks for awhile before it starts? change the fuel filter. the filter is starting to clog up. when you leave the car sit for a long time like overnight dirt settles in the filter and stops the flow of fuel and after awhile of cranking the gas flushes the dirt away and the car starts until the next morning.
