Half of my garden is full of mud and I want to level it out and put gravel..?

all over the mud. I have got rid of a lot of the mud but I just can't get it level to be all on one level,
so I can put the gravel on top.

I have dug it over so the mud is soft and have distributed some of the mud in the dipped areas I just don't know what I can use to get the mud as flat as possible.

I can't afford a pro to do it for me, so are there any ideas on how I can do this?
