Guys...Would you say: "I miss you or I love you" to a girl as a joke? Please help! :S?

I would say like, not love in this instance, love grows and prospers it doesn't just appear!. I am going with, from what you said, is that he "Likes" you not "Loves" you!

Ok...I know him since many years (we live in different country's)..Every time we meet, he says: "I love you, I miss you" and he is staring at me and smiling (he is very shy)..and the other day.. I was walking and he said hello to me I just said hi...later the same day we were attending to a meeting and he sat very close to me and after the meeting he waited for to talk to me.. I didn't look at him at all..and he got angry and walked very fast..later on I saw him on somewhere and normally when he sees me he talks to me but this time he didn't talk to me and walked away and looked at me twice while he was walking away..Later on he came to the place where I was..and he was shyly staring at me. I have looked at him too and smiled..then he was very happy and gave me a big smile...
So according to this... does he love me?

have you known him for a long time and if so he might want to start a relationship with you but if he became angry over such a little thing he might not be good enough
 
not a guy here, but it doesn't sound at all like he's joking when he says he misses you and loves you. It sounds like that's what he really means. A guy who is kind of shy from the start isn't going to tell a girl he loves her and not mean it.
So, yea for you. Maybe you feel the same way? Good luck..
