Guys, does it feel better when you pre c*m, or does it feel better when you c*um?

I was told by a guy, that it is really intense when guys pre c*m, is this normal? They also said it feels really awesome the whole time, then when they pre c*m it is like the normal feeling everyone wants. For a women, just it feels grand, but it is a really intense feeling at the end.
