Guys can have sex with any girl, but what about going down on them?

I always hear stories that in times of desperation or loneliness guys will have sex with any girl attractive or not....

but my question is does the same apply to going down on a girl. Or do guys save that for someone special.
for someone special i dont mean the one, or anything like that. Just... do they do that as randomly as some guys can have sex with anyone
