There is NO logic for killing Simon. None, Zero.
People want Lord Genome dead, but Rossiu deemed it important enough to keep him alive despite what the "people" might want. The only difference between Simon and Lord Genome, is that even though they are both important people, Simon is the only person who can threaten Rossiu's authority.
Rossiu could fake Simon's execution, the same way he faked the trial. Rossiu can lie to his people, the same way he hide the fact that he kept Lord Genome's head in the basement. Having Simon killed was NOT logical, endangers the population, and was NOT nessisary. And because having Simon murdered was not logical, it's what made Rossiu so stressed out; he knows he did the wrong thing.
I respect cold and calculating characters. But I will respect them only for as long as they acted cold and calculating. If Rossiu had been smart, he could have merely imprison Simon after faking his execution. A cold and calculating person would know that Simon is too great an asset to throw away. Rossiu failed, in deciding to have Simon killed. And that's why a planet ruled by him would not work. He isn't as impersonal as he should be, and had his personal hatred of someone affect his judgement.
