Sci Fi won't be skipping the recap episode. They now have the October schedule up, and with the exception of a pre-emption on October 20, they will be airing two episodes every week, so on October 27, they'll air 21 & 22. The dub titles are almost identical to the Japanese translation for all these episodes, so I know they won't be skipping that recap episode (unless it's after 22, which would be plain durab).
