Guidance App on Android says reciting charms is halal?

in its surah introduction for Surah Falq, about half way through the entire intro it talks about reciting charms in the name of Allah. It gives hadiths and from what I understand; they say its ok to recite charms for a good reason as long as you do it using names of God.

so is Magic allowed?
