I was recently playing GTA4 and I couldn't get the one man army Achievement Even though I did NOT put on the Wanted level cheat. What other cheats lock this achievement?

Well, what I did for this achievement was...
I got all of the weapons that I needed, by using the Health-and-Weapons cheat (that single cheat doesn't block One Man Army). I started causing trouble, like killing people, and blowing up cars, and when a cop or any other law enforcement came in my sight, I shot them. Shooting a cop gives you 3 stars. I kept blowing up every vehicle I saw, then when I got 6 stars, I ran back into my safehouse (it doesn't matter what safehouse you're at). I pulled out my most powerful automatic weapon, and when the cops and FIB agents and NOOSE men come up into my room, I shot whoever was at the door. I also used Molotovs to light a fire at the doorway so that whoever came into my room would immediately start burning. Just keep throwing Molotovs at the burning bodies and at the doorway for 5 minutes and you'll be fine. Also keep your automatic weapon pointed at the door so that whoever comes in will be shot (by you, of course). HOPE I HELPED.
