how do i get to own the car sale shop near the mechanics place you get to own in one of the missions

it has a red house on it but i have completed the game and still un able to buy it what else do i have to do to be able to buy it
 
You have to complete driving school to open and after you complete driving,new mission will show at cj new hideout at the old gas station will show a stealing cars mission.after stealing cars, a dollar sign will turn green.the cars you stole will end up at the showroom Wang Cars, you can now buy the Property.good luck.

you do it in partnership with ceaser
try to complete any missions you have with him
i havnt played that game in forever
