I'd like to know where you read that a GSM phone can be converted to a CDMA phone.

WEELLLLLLLLLLLL if the phone is a RUIM then you can say its a GSM phone running on CDMA or the other way around but RUIM phones are maybe what he is thinking about, cause there CDMA phones that work with SIM carRAB and they can work on GSM phones as well.
