Government in Superhero Animation

What do you think about law and government in superhero animation? First off, in DCAU Cadmus were acting really mean towards the Justice League. Second, I have been watching parts of Iron Man: Armored Adventures and Wolverine and the X-Men and Nick Fury and his S.H.I.E.L.D agency are acting even meaner. So what do you think about the law and government in Superhero animation?
 
For all the complaining they do, I don't recall very many governments in shows that are competent. They claim to not need the heroes help, but the hero has to be the one to save the day in the end anyway usually. It'd be interesting to see a government actually back up their claims without screwing up all the time by either getting beaten or creating an unstoppable monster/mess that the hero has to clean up.
 
Two of my favorite bad guy groups are Project Cadmus from Justice League Unlimited and The Earth Protection Force from the 2003 Teenage Mutant Ninja Turtles cartoon. I guess I just find it kinda cool when the government is supposed to be the bad guys.
