Google Chrome/ iTunes/ Proxy settings help?

Okay here is the deal! on my PC, which is a Dell, running Windows XP, I have Internet Explorer, Fire Fox, Safari, and Google Chrome. I have all of these becuase I was strictly a Chrome user (I love it), but I had to download all of the other browsers though IE becuase my favorite browser wasnt working, and IE and FF are slow. Now, Safari doesnt work either. I have had this problem before, and have posted something about it on here before, but nothing seems to be working. Chrome won't connect to the internet, with the message "Error 10 (net::ERR_ACCES_DENIED): Unknown error." Safari says that it cannot connect to the server. Now, iTunes cannot connect to the store.
My feeling is that it is a proxy thing, but i have no idea what to do about it.

Any help would be great! Thanks
