Look for the Motorola L6, you can easily get it for significantly under $150 with shipping if you look around.
It has all the basics like Bluetooth, Speakerphone and VGA Camera and it can be SEEM Edited (if it hasn't been already) to operate Quadband. This is significant because most of the lower-priced new GSM phones are triband 900 makeing all of them less useful in the US.
If you want to go even cheaper, look for the Moto L2, which is the camera-less version of the L6. You will also be missing voice-dial and pictures in the phonebook. The metal keypad be absent as well and will have plastic buttons in its place. Overall, I'd say the L6 is a better buy for the money than the L2.
If I didn't already have a spare V3i, I'd probably be getting that phone as an inexpensive backup. Well OK maybe that or the SLVR L7, which is also decently priced for the features.
