Why aren't these area's being protected if this is occuring? There such a thing as just casualties of war and just plain stupid manuevers. Pretty much every refugee camp can be considered a target now.
 
I guess we could think of it as a Civil war, except the people are being attacked by an outside force. Trying to close off any type of escape for the people...odd
