I want to be Bulma next Halloween and I'm going to prepare early 
I'm going to be playboy bunny Bulma and her hair is a neon blue and I'm willing to actually dye my hair for this since I'm in college and I don't have a job so no one will care. But I don't know what kind of dye to get. Should I just get it professionally done?
My hair is almost black so I'd have to bleach it first. Can I get it bleached and colored professionally with a temporary neon blue dye?
