Good fantasy book set in the Victorian era?

unless it's REALLY good, it HAS to have fantasy, and I love stuff like dresses, masquerades/balls, dressmaking, teaparties and victorian era-ish stuff like that. A sprinkle of romance is fine, needs some humor, and easy to understand.
