The only bikes that are under $200 are going to be department store junk. You will be lucky to find a good used bike for that amount. Check the local Goodwill and Salvation Army stores. Check Ebay and Craig's list for bikes in your area so you don't have to worry about shipping. Look for a road bike that is the correct size for you. Take your inseam x .65 to get the correct size frame.
