Global versus International Phones

My friend received a Moto Droid for Christmas because he really liked mine and was told by the Salesperson that it was an international phone and he would have no problems making calls from any of the countries Verizon had reception. So he thought he would have no problems calling from any country that is a Verizon territory.
He goes to different countries every couple of weeks. While there he couldn't make a call from a couple of the locations he was at. So he called Verizon and as it turns out the Moto Droid can only make calls from 40 of the 220 countries that Verizon has reception. The said International means it can make calls from othe rcountries but maybe not all their territories. Global means it can make calls from all of the Verizon territories. Unfortunately, the counties he visits the most (I don't know which ones they are as he can not tell us where he is going)he can not make phone calls from. So he is working with Verizon to get a cell phone that is truly Global. But he is out the cost of the Droid which stinks since he was lead to beleive he would be okay making calls where ever he was.
So does anyone know of an Android platform phone (Verizon carrier) that is truly Global? I have looked and didn't see any but there may be one coming out soon that I don't know about and you guys are great at getting a heads up on these things. Or the other choices he was told was a Blackberry Tour or a couple of Windows Mobile platform. But he really likes the Android platform.
I know you can update your phone to add roaming areas. Is it possible that at some point they would be able to add available countries that have reception for the Droid, with a simple update? I didn't know if that was possible or not.
