the congress of vienna tried to get europe to delve back to centralized monarchies. conservative leaders of Russia, Prussia, France and Austria met to discuss the events after Napoleon.
The advantage was to suppress revolution and to prevent one nation or one man (such as a Napoleon) from gaining too much power over other nations.
The disadvantage is that sometimes revolutions are necessary. Conservatives controlled the post-Congress of Vienna Europe and they suppressed liberal revolutions that could have been beneficial to mankind.
