Here mover....here's the section where he's talking about schooling since the speech is a decade long.

In the same paragraph where he's rallying about how he didn't feel he was owed anything. He didn't have the money ....then he's talking about how his education was free because we went to the library....you know instead of forcing someone else to pay for his education.
 
Hence why it's stupid to make the claim, well he always only talks about the federal government.

It's something that is pretty tough to prove, so claiming it is false.
So here we can't make an assumption about which he's talking about, though it sounds more like he's talking about progressivism as a mentality.

All he said was he used resources that were available to educate himself. Why is that stupid? Because he was smart enough to use what was available?
