Start executing more people, faster. There are people who wait on death row for 15 or 20 years before they are executed. Also, give out more death penalties, especially for people who rape little children.

Stop handing out conspiracy charges, no jail time (house arrest instead) for petty breaches of probation, parole, bail etc. Offer more diversion programs.

decriminalizing minor drug offenses would clear out a lot of room. more executions for violent crimes.

The War on Drugs - the most ridiculous "war" and causes for more incarcerations than murder or sexual abuse. More than a quarter of inmates are usually in there for a petty Marijuana offense or paraphernalia.
