That's the topic for my econ paper. I'm asking you to write my paper for me. I just need some ideas to get me started off in the right direction. Right now, i'm thinking that it isn't a public good, b/c a lot of people can't afford health care, and if not all of it, the government should at least try to pay for some of it.
