Giant tuna fish underground in NYC?

Actually this ahs nothing to do with tunafish, I just needed something that would cath your eye, my question is about cell phones. See, I lost mine and Im really really broke right now and I cannot afford another one. So, my boyfriend suggested I add a phone to his plan, would the activation still be really high, and would I have to pay full price for a new phone? He is through US Cellular, if that helps any.
