Getting to and fro planet Mercury could use solar sails for the propulsion?

the deep gravity trough of the Sun and Mercury makes fuel tough to come by, but using the photons of the Sun could maneuver in around Mercury much better?
 
The MESSENGER mission to Mercury that had a first flyby last week, uses this idea, at least partially. However, the gravity assist method with flybys of the Earth and Venus, is more effective.
