its not an act of war, 1) there is an ongoing armed conflict since the 1940's, 2) this is not an international armed conflict because Israel is the occupying Power,therefore it is collective punishment under the Geneva conventions, look up article 33 therein.

I read the report, its well written but at the begininig they state that they can not adjudicate because they were not a Court.

I believe they also repeated this when they discussed the matter in detail.

overall this reports intention was to get Israel to apologize for the deaths and provide compensation . But we all know Israel is still acting like the middle east cry baby and won't own up to their mistakes.
