Garnishment because of the student loan:?

Before this happen, 2003: tax return has been taken from me because of the Student Loans that I owe.. I was okay with that until, Nov 2005: I called the Student Loan Dept, request to make payments.. I wanted to go back to school to get a better position at my job. I was told I must send in 2300 down payment and the monthly payments will be between $300/$400. I couldn't afford the payment... I suggest for them to use the tax return as a down payment and I will make payment what I can afford. I was placed on hold, the Supervisor got on the phone; I mention to her what I suggested..her attitude was not right..she decided to garnish my check and continue taking the tax return. Since then, not able to keep payment on transportation (2 cars so far has been repossessed), barely make rent payments and keep food in the apartment.. don't know what to do... tried to apply for a second job..had to exempt "0" on the w4 form in order to survive but at the end of the year for the past 2 yrs I owe taxes... Please Help...don't know what to do...
