Gardening Question What does this mean: "As soon as the soil can be worked in...

...the spring"? I'm just starting a vegetable garden for my first time, and I am confused by the meaning of the phrase "as soon as the soil can be prepared in the spring.
I have onion, st johns wort, carrots, and beets that supposedly should be planted as soon as the soil can be prepared in the spring. Does this mean i can plant them before the last frost I live in central eastern wisconsin. According to a website i found, the last frost is May 7-9. Also I have been able to "work" the soil... I have already tilled the garden and it has been pretty warm out 50-80 F during the day and in the mid 30s and 40s at night. However it is supposed to go below freezing next weekend.
Any help would be appreciated, because i really don't know what I'm doing at all. I know that the St. Johns Wort packet says to plant a month before the last frost, so I will probably plant that out. Other than that, what does the phrase mean?
