i would do a goody bag of sorts. put a bunch of different gardening utensils, bulbs, gloves, seeds into a nice garden bag or a nice gardening wagon.

A subscription to BBC Gardeners World magazine.
It's within budget and will put a smile on her face every month for a year when it drops through her letterbox. Even when she's not actually in the garden, she can flick through and get ideas or make plans.
Magazine subscriptions are one of those gifts that people assume are not terribly exciting but they bring long lasting pleasure.

A padded kneeling frame, gardening gloves, spring bulbs.
A pretty plant to grow on her window sill in the winter to brighten up a dull day. A pretty tray, china cup & saucer and a one-cup teapot so when the bright days come back she can sit and enjoy her cuppa in the garden. (Oh..and a china plate for her bickies.)
