Garden ingrown with grass and weeds?

Last year my garden was so ingrown with grass and weeds that i couldn't garden in it. I tried spraying it with roundup, but that only killed the grass and not the roots. I tryed using a rototiller but the grass stayed in the garden! What can i try this year once the snow melts to make my garden usable??
 
What ever the previous answer says as soon as the cover is off every thing will start to grow again. ,a mulch only kills the leaves not the roots,just think about it for a minute if weed killer did not do the job what chance as a plastic cover got.The only real way is to dig by hand and remove all the roots.Tillers make things worse as they chop the roots up and each piece becomes a new plant.If there was a quick and easy way every one would have a beautiful garden
