Garden hose is stuck on faucet outside - will move but won't come off.?

I have tried WD 40, used pliers but hose connection just turns and turns on the spigot connection and won't come off. I have now cut the hose thinking it would stop the twisting of the hose as the connection turned, and perhaps it would come off. It still won't come off.
