He has to beat Kyogre or Groudon first, I think. He has to save the city whether it is super hot or pouring down rain. Once he does that it will be open.

Your little bro or u lol. U have to go to like the seafloor cavern or something. All I remember is that it starts raining and stuff then u have to go to the sky pillar.

Ask him if he has done all the things you need to do in order to go to the last gym including if he has beat all the other gyms

and from my younger days, it might haave changed now, but usually you have to defeat all of the other gyms before it and have a certain level pokemon?
