Maybe he is insane as you put it. Schizophrenia can qualify you for SSI I think, as can a host of other mental disorders I'm sure.

I don't think that's a garage. You don't normally air condition your garage.

Medications mask many mental disorders for periods of time. Then for some reason they sometimes just stop working and everyone in the neighborhood is dead or has missing children. Come to find out the dude with the three story garage was building a human meat locker... news at 11 pm.

Oh he most certainly has a disorder of one kind or another.

But for him to say, "I pay taxes," is laughable and in my opinion if you are sane enough to build a garage (it has a garage door on it) then you can find SOMETHING to do to make money.

I used to talk to him from time to time years ago and he was fairly with it just annoying.

He was also digging out his basement to finish it not too long ago but had to stop when the neighbors started complaining about him having a roll off infront of his house on the street for six months.
