Front end wobble at very low speed

My 09 has always done a little "horn dance" during deceleration between 45 and 40 mph. It does it worse when the TP is on. They changed my front tire at 8k miles and the new tire, now at 14k, is just as cupped as the 1st one. Also, my back tire is cupped something awlful. You can actually see it from the side. If the stereo is turned down, it sounds like I'm running knobbies when I'm cornering. I keep the air very close to spec. in both tires, always have.
 
Another possibility is that it's just from the motor vibrating at very low speeds. I overloaded my tourpak and bags once for a trip and the low speed wobble was very pronounced. Rearranged load and it was way better.
 
Thank you, the tour pak was littleraly empty, I only had a sweat shirt in the tour pak and the saddle bags were just about empty.... Is the 30 mph wobble due to the neck bearing or the knuckle bearing?
 
I am talking about the slow speed fork flex/twisting sensation when turning at slow speed.
However it will affect all speeds and conditions.
Just check it, it is like a 1/2" or 9/16" open end and easy to get to. It makes a big difference, and it is easy to get to. Have a look, tighten if necessary, or check it off the list.

I have an 07 Ultra classic (7900 miles) with a wobble at speed between 30-35mph. I notice it more when I'm slowing down. Dealer check front tire balance, neck bearing and then checked rear tire and found it was out of balance, but the problem still exist. They say now it could be either brake rotors or the tire.....more money more money
 
Just got back from the trip.

It was raining the day I took it to the dealer, so they wouldn't ride it-no help. They replaced bad wheel bearings and I had them install a new front tire-same problem.

I'm going to check the fender bolts. It's hard to believe that could be it, but it's worth a try. Thanks SloChicken.

I'm also going to check my technique, oldbagr, because I don't remember if I was dragging the rear brake or not. Sometimes I do and sometimes I don't-especially if the turn is fairly wide.

Something else just occured to me along those lines, oldbagr. Whenever I'm slowing to a stop and I'm off the front brake and only have the rear brake applied, the bike "shudders" just as it comes to a stop. So if it's shuddering while I'm making my u turn, that may cause the wobble.
