Fromatting a DVD CD to Play in a DVD player/Program?

I need a possiably free program that could allow me to burn movies onto a DVD CD and allow them to be played into a DVD player. I've tryed before but I seems like the DVD disc needed to be formated to play in a DVD player...Thanks.
