From what view/angle do speed cameras take photos?

Is it from the front, back or the side of the car and how far does the camera need to be from the road to take a photo. Would you notice the flash? I live in NSW Australia.
This question is in relation to mobile cameras and are they manned while in use?
 
Here they are mounted up over the street, usually near the traffic signal. They are used in this area mainly to catch people running red lights... and YES, you DEFINITELY know when a photo has been taken, the flash is very bright. Seems to me the flash itself is dangerous, especially at night as it will put spots in front of your eyes if you happen to look at it when it goes off. *I* don't run lights because it is stupid, but obviously many others around here do, because I have seen these things go off many times. The offender gets a nice little photo and ticket in the mail!
