Yes, they are usually like that, but can look different in different areas. In my area you are not going to have a lot of cars responding, because I work in a rural area. They are just as crazy with high speeds, unwanted accidents and the person running getting arrested. We can use spike strips, but we are not allowed to force a car off the roadway or block the road with our vehicles. We also do not have a helicopter chasing the car, and it is very, very rare to see any type of media on scene. Unless it is a really bad accident or has something news worthy for them that day.
