Friends Verizon Phone Can't Be Activate to Me?

So, my friend didn't pay her bill so i asked her if i could have her old phone. She was down with it so i tried to activate it. Verizon did so and then after wards told me i couldn't ACTUALLY activate it because of overdue payments. I was wondering if there was a way to get around this. I work for best buy and thought maybe one of my fellow employs could do it, but they said they couldn't... So basically i am just trying to see if it is at all possible to do this.
