French Nobility in 19th Century?

I'm writing a story which is based in 19th century France -- specifically during the 1871 Paris Commune uprising. I understand that Adolphe Theirs acted as the prime minister and controlled the military.

But, for the sake of my story, I'd like to know how a Comte (Count) could have influenced/effected the Commune and armed forces during this time. I realize that the monarchy had more or less been abolished by then...though Parisians did fear it would return with the Third Republic...but did the Counts have any sort of special privileges or military influence from 1860-1875? If not, were there any titles of nobility that did? (baron...etc)

This is a piece of fiction, so hypothetical answers would work just fine. I've done so much research...and am really stuck on this issue. Help, help! =) Thanks!!!
How about the French aristocracy's influence on the politics during the 19th century? (as opposed to nobility)
