Freeware programmes similar to Photoshop?

I need a freeware picture editing programme, and it ideally needs to have a tool similar to Photshop's lasso tool - the magnetic version is my favourite. Also picture flipping, blur, and 'set transparent colour' tools would all be useful additions. They're not completely necessary though!

A lot of you have recommended GIMP. Is it safe to download version 2.7.0 Beta?
 
The two most popular free photo editing programs are Gimp and Paint.NET. But I can't say off hand if either of them has all of those tools specifically.
