i'm developing a flash game that has highscores but i don't have my own server. that's why i need mysql database and php with ftp

I seriously doubt you'll find any "normal" free hosting that offers MySQL and PHP. You may find people who offer it a chosen few -- friends or people who share their passion for something (e.g. for "Harry Potter").
The sad fact is that hosting cost -- especially when you also have databases. To open it up for free for everybody, simply doesn't pay the bills.
Paid hosting isn't that expensive...
