Free image/artwork creation software?

Everyone's heard of Adobe Photoshop, even just from the verb it's been turned into. And Elements is a very good program, if you know what you're doing. Unfortunately, it's also rather expensive.

I do not have the money to buy Adobe's programs, nor do I think that I would be able to use them to their full potential, both because I haven't used a Photoshop program consistantly for several years, and due to spasticity in my hands. By which I mean that my hands jerk and twitch, constantly and without warning. Photoshop generally requires a precision with one's hands (at least for some things) that I don't (and can't) have.

I would, however, like to get something more advanced than Microsoft Paint.

I'm looking for a software that's *like* Photoshop in terms of what it can produce and do, but is free, or has a free-but-with-limited-features option. I'd really like it to not be a trial version with a time limit on its use. Also, a program on which I could possibly adjust the sensitivity controls to compensate for my hands would be awesome, if it exists.

I will be using it on a laptop with a touchpad.

What would you recommend to me? Why?
