Frames or tables? (HTML)?

Which would be better to use for the layout of a website? Our class has yet to get into the use of Adobe Dreamweaver, so I am unable to do anything to fancy yet. I need to create a 7 page web site about a country (Ireland) and was just wondering if I should use a navigation bar or a Menu using frames? Also if anyone could link me to sites with guides to using Adobe Dreamweaver that'd be awesome! Thanks,

I know how to link pages to the main frame, so that's not an issue. Which looks nicer in your opinion?
