Fox Kids ?

The beginning of the end for FOX Kids was when FOX sold FOX Family to Disney in July of 2001. This also caused FOX Kids to be placed under the management of FOX Television Entertainment and they also decided at this time to discontinue the FOX Kids weekday block and went to just 5 hours on Saturday morning. FOX then decided to sell their children's block to the highest bidder who was 4kids Entertainment. FOX continued to maintain the FOX Kids until September 14, 2002.

And no I don't think it will ever return because FOX has replaced children programming with Weekend Marketplace in a lot of markets which is another name for infomercial.
 
Fox Kids ended because Disney purchased Fox Family Worldwide. Due to several factors in the deal (like gaining the Saban library and access to international Fox Kids channels), it meant that Fox Kids would not be able to last past the 2001-2002 season.

Fox has not had a saturday morning block since the end of 2008 (when 4KidsTV ended), and they've shown no signs of being interested in a new block. If they do, then okay, but saturday mornings (especially on broadcast television) are on life support; there's just no money behind it anymore. And even if they do make a new Saturday block, it won't be a revival of Fox Kids (unless Saban takes a sudden interest in returning to Fox).
 
The best we can ever hope for in seeing cartoons on Fox on Saturday morning is if Fox, through the required 3 hour E/I mandate, puts said three hours on Saturdays. And even then, it would most likely be nothing but an hour of Saved by the Bell and two hours of Cookie Jar/DIC series.
