Forza 2, I can't tune my car?

Okay, I go to the race then I go to "Tune Car". When I try to tune everything else other than the tires, all of the bars are gray and can't increase then or decrease them.
 
not all cars are "tuneable" or customizable unless u buy/upgrade certain things
this is because forza sucks get gran turismo 5 when it comes out instead
 
Is this for all cars? Some cars you can't adjust unless you buy upgrades for them. Like you can't adjust down-force unless you have a spoiler.
