There's a difference between characters who were intended to stick around as regulars but faded out after a while (like Sloppy, Scaredy and Tracker Smurf, who were each introduced in Smurfs' 2nd season but disappeared after that season, and characters who were only ever meant to be one-shot guest stars (like New Brian from the Family Guy episode "The Man with Two Brians". The OP isn't talking about 1-time guest characters whom we'd like to see return, but rather characters who were intended to be regulars but were eventually phased out.
