...started smoking. HELP!? What could this mean? How much would this cost to fix? Would it be worth fixing?
What if there are wires that are melted?
 
After replacing the fuse twice only to have it blow out, it's really not prudent to replace it a third time just to see it smoke. You have a short circuit and it needs to be repaired before you waste any more fuses.
Of course it's worth fixing - it's a short circuit, not a blown engine.
